I just hope they change how Feebas evolves. I don't own 2 3DS's, so "Trade with yourself" isn't an option for me in X and Y...

It does at its second evolution.Here is a list of some of the moves it learns.

Scratch, Tail Whip, Ember, Howl, Fire Spin, Flamethrower, Psychic, Glow Punch, Psybeam, Flame Charge, Lucky Chant, Psycho Cut

In Gen V it was changed to being traded while holding a Prism Scale, since the Beauty stat had been removed.

Mildly, because Feebas wasn't a trade evolution Pokemon until Gen V.

Gen III: Feebas is introduced. Evolves into Milotic by maxing out it's Beauty stat.
Gen IV: Much of the same. Feebas evolves into Milotic by maxing out it's Beauty stat.
Gen V: Beauty stat is removed entirely. A new item called the Prism Scale is introduced that, when Feebas is traded while holding it, evolves it into Milotic.
