Mildly, because Feebas wasn't a trade evolution Pokemon until Gen V.

Gen III: Feebas is introduced. Evolves into Milotic by maxing out it's Beauty stat.
Gen IV: Much of the same. Feebas evolves into Milotic by maxing out it's Beauty stat.
Gen V: Beauty stat is removed entirely. A new item called the Prism Scale is introduced that, when Feebas is traded while holding it, evolves it into Milotic.

And I do hope so. I love Milotic. One of the first Pokemon I strive to get once the Nat. Dex is unlocked is Milotic.

They are pretty fun, leagues above Gen 4 and I would dare to say Gen 3.
