That's because he's part of the "Shinkoccou Seihou" line, a more premium FiguArt release. This sub-line seems to specialize in either releasing Riders we never had before or remaking old figures with flaws. But they said they want to tackle other Toku-franchises with this as well.

They also harmonize with the effect parts in a way so that you can already speculate who's coming next by the effect part-announcements, Double seems to get this "premium" treatment soon.

I own Hibiki and he's worth buying for sure. He's my favorite Rider figuart of the year that I own so far. I do hate myself for missing out on Kabuto renewal since the prices for him went up since his release. I hope Tamashii Nations can do a reissue next year.

Me too. I bought the original FiguArt because it was like 15 bucks but I would still double-dip for a real screen-accurate premium release. And it would look awesome with the effect parts:
