If a Pokemon evolves, it ceases being the previous form. Pichu was no longer a playable character.
There was no Pichu you could pick in Brawl.
That qualifies as being removed from the game. :I

Those aren't really comparable at all though. Soul Cal is explicitly one-off guest appearances and by a completely different company. We don't know that for Smash yet...

Simply because I do believe they had a quota on how many 3rd party characters could be included. Unless that's changed, Mega Man is now taking up one slot. So I was thinking they'd rather have another new 3rd party character would take the other (with Snake being lost too). *shrug* Who knows, though.

Or they can just default to that new form.

In my opinion, he's had 3 (Yes I like Unleashed). I'm pretty sure that they're still on good terms with each other, yes.

That new form is actually a good point, though. That's a perfect excuse to have the first ever character who's brought back after being cut.
