Oooh can't wait to seee it upclose and in renders. If it's true I'm suprised they went with having Legend Riders on the armor for the (Presumably) base suit, I'd expect them to save that for a Super/Final Form.

Not really. Second Generation (also translated as 'Phase Two') is what the Japanese call the Kamen Rider shows from W onwards. So '2nd-Generation-based' means he is based on the Riders from W-Build, like Decade was for Kuuga-Kiva.
