So how does the Power Rangers universe work when it comes to linking shows? It seems like MMPR - Lost Galaxy exist in the same world while Light Speed Rescue and Time Force are stand alone shows. However Wild Force has a crossover of all the team members from 1993-2002. Dino Thunder has Tommy and Mystic Force has Rita. Even Super Megaforce has all of the rangers too.

So do all of the Power Rangers shows exist in one universe or only some of them exist in the same universe.

Power Rangers, it seems, all takes place in one universe (except RPM, but that's understandable). This allows for crossovers, the Legend War, and all sorts of crazy exlanations about why everyone forgets about an attack every year.

I am sure they did not forget but ditch the idea because it would cost them a lot of money to do it.

Could Saban make a better prequel than that Fan Film ?

Nope. As much as I love Dino Charge, I still despise Saban for their greediness and they didn't really care that much about PR other than business.
