Interview with Zi-O's producer, talks about the differences between Heisei and Showa Riders. At one point he addresses how the show's story is confusing and gives this answer:

I can accept having an actual complex plot but Zi-O's feels confusing as in poorly written. I think fair enough kids can still think it looks cool, want the toys, etc without fully getting the plot.

Also, the head writer hasn't worked on the show in the last 7 episodes (Kyuranger's writer did the last 7 and will do the next one). I imagine this also makes having a consistent voice kind of difficult.

the role of Kamen Rider Shinobi will be played by Hideya Tawada, best known as "Starninger" from Shuriken Sentai Ninninger.

Honestly, having Toku alumni return to play these future Riders is super cool and has piqued my interest just a little. Starninger is Shinobi, which makes sense. Wonder who they will get for Quiz and Kikai though?
