But hey, Gilda just screamed at Fluttershy and she broke down from shock, something a milquetoast character would do, not to mention Gilda exists as a major plot point.
Cloudchaser and Flitter are background ponies, and thus are not important to the complete story, and they caused this:

After seeing Fluttershy flying. If they laughed about something completely unrelated to Fluttershy and she shut down, the two might be less horrible. But no, they exist to laugh at Fluttershy for 5 seconds and that's it.
