It's there, the pin is a ring so there is a hole in the center.

He's not attached in an official sense, as in nothing is pegged in, but his arms goes under Usada, the Rai-Oh's hind legs flipped out to support Ace's weight, it's actually quite a solid form, the only thing is that with all the weight, Rai-Oh does want to bend backwards at the connection area with Gorisaki.
