Anyway, I'm voting Kiva. The presumption that Kiva's Emperor form is weaker than other Final forms is on the basis that he uses it for a lot more of his fights. Yet it's never taken into consideration that, possibly, the Fangire are stronger than the Grongi. Kiva also held back in all of his fights, explaining the bat thing (Forgot what it was called) on the Zanvat saber. Concerning Double, I'm not sure. FangJoker is removed from the equation in that Shotaro can't become that form, forcing him to de-transform, a huge liability. Double's versatility is his greatest asset, but I just don't see him winning it. That, and if literally stopping time isn't enough reason for Kabuto to defeat Decade, blowing up a city street isn't enough reason for Kuuga to defeat these two. -3- |
Kabuto doesn't stop time. He just moves at a speed that makes it seem like time has stopped.

The point is: Kabuto is not moving at super speed. Time around him has slowed so that he's perceived at super speed. That means, regardless how fast you can move (Decade, Faiz, Accel, etc), they would always be statuesque in how Kabuto would perceive them. Hell, Kabuto has reversed time multiple times. Anyway, before I derail any further, still going with Kiva. |

Okay, let's set powers aside and look at how the characters' minds work for a second. So let's look at how these guys handle stress. Yusuke never gives up - if he's not up to a challenge he'll train himself until he is, even if involves getting himself shocked with a defibrillator to send his belt into extreme overdrive with only a vague idea of what will happen. Wataru, meanwhile, travels back in time to stop his own conception because he'd rather not exist than cope with shit. Kuuga definitely has the mental edge here.

I voted Kiva. Honestly, while people mock/complain the overuse of Emperor form, it really shows just for strong the Fangire were. I mean, Rook showed up like 15 episodes in and trashed everyone. And I know people also like to go after Wataru's Hikkomori nature, but I also seem to recall his bent as "Fuck off or I kill you dead King". What happened if THAT Wataru stepped into this "battle", hm? Or how about the Wataru that was trying to get Tsukasa to destroy the AU Rider worlds?
Sorry if my opinion seems a bit standoffish. While I realize Kiva as a series has its flaws, I'll stand up for since it was my first Kamen Rider experience. |

Kuuga has more finesse with his forms...Kiva...well as Decade would say, "use a beast to fight a beast."
W is just under powered. He actually is one of the weakest Riders I have seen, but damn he has style... Kiva is raw power yes...but just not enough. The fight would get dirty and there would be a TON of collateral damage, but in the end Kuuga would stand. |

However that's not really a statement on his weakness but more of a statement on just how powerful his enemies are. By the end of the series, once Wataru has returned from the past, his damn eyes frighten Fangires. The monsters that require a final form to fight every time are scared of his stare in human form! That's a true testament to Kivas' power. |

What happens behind the scenes is irrelevant. The in series explanation is all that's important.

I understand that there's an intent for the character to have that power but there is no physical use of it ever so I just don't know that it's fair to use it as a criteria for this battle.

That's a great example. I'm all for these theoretical awesome powers that these characters have. But CAX definitely never happened even if Shroud does claim it's W true, ultimate, and most powerful form.

We never really got to see Ultimate form's powers fully unleashed. I've always thought that destroying the world is a bit silly, but considering that Rising Mighty can blow up a city block and Ultimate is two forms stronger than that, his Rider Kick should be capable of at least taking out a pretty sizable land mass.
