Eitherway, Kuuga blows up the world, so he wins...unless Fourze is chilling in his moonbase.

All of Kiva's forms have an Emperor form as well.

The presumption that Kiva's Emperor form is weaker than other Final forms is on the basis that he uses it for a lot more of his fights. Yet it's never taken into consideration that, possibly, the Fangire are stronger than the Grongi.
Kiva also held back in all of his fights, explaining the bat thing (Forgot what it was called) on the Zanvat saber.

Concerning Double, I'm not sure. FangJoker is removed from the equation in that Shotaro can't become that form, forcing him to de-transform, a huge liability. Double's versatility is his greatest asset, but I just don't see him winning it.

That, and if literally stopping time isn't enough reason for Kabuto to defeat Decade, blowing up a city street isn't enough reason for Kuuga to defeat these two. -3-

Kabuto doesn't stop time. He just moves at a speed that makes it seem like time has stopped.

The point is: Kabuto is not moving at super speed. Time around him has slowed so that he's perceived at super speed.
That means, regardless how fast you can move (Decade, Faiz, Accel, etc), they would always be statuesque in how Kabuto would perceive them.
Hell, Kabuto has reversed time multiple times.

Anyway, before I derail any further, still going with Kiva.

Okay, let's set powers aside and look at how the characters' minds work for a second. So let's look at how these guys handle stress. Yusuke never gives up - if he's not up to a challenge he'll train himself until he is, even if involves getting himself shocked with a defibrillator to send his belt into extreme overdrive with only a vague idea of what will happen. Wataru, meanwhile, travels back in time to stop his own conception because he'd rather not exist than cope with shit. Kuuga definitely has the mental edge here.

Kuuga may handle stress really well, but Double doesn't get stressed. If he's defeated, he calmly googles the way to defeat his opponent. True, Shotaro was helpless aainst Terror's attack, but he got over it, and Phillip was immune anyways. Besides, the attack was meant to cause terror, and only a few people were immune.

And again, RAINBOWS. OF. DEATH. (If this doesn't become a meme, I'm moving to Neptune).

So what happens if it's a tie?

I voted Kiva. Honestly, while people mock/complain the overuse of Emperor form, it really shows just for strong the Fangire were. I mean, Rook showed up like 15 episodes in and trashed everyone. And I know people also like to go after Wataru's Hikkomori nature, but I also seem to recall his bent as "Fuck off or I kill you dead King". What happened if THAT Wataru stepped into this "battle", hm? Or how about the Wataru that was trying to get Tsukasa to destroy the AU Rider worlds?

Sorry if my opinion seems a bit standoffish. While I realize Kiva as a series has its flaws, I'll stand up for since it was my first Kamen Rider experience.

It doesn't repress that attitude as he started acting like that even while the limiter was still on Zanbat. That attitude stems from his experiences in the past fighting alongside his father and a wish to be stronger. That attitude is all Wataru. The limiter merely keeps the power of the sword (and it's influence) from corrupting him. But honestly by the end of the series his resolve and strength had grown such that I believe he could easily withstand Zanbats' true power.

Yeah, you basically summed up what I would have said. And yes, if we are talking end of series Wataru(which is what I use to judge all these battles by in my head, them once the series is complete), he ain't got no time for a tub soak :lol.

Kuuga has more finesse with his forms...Kiva...well as Decade would say, "use a beast to fight a beast."

W is just under powered. He actually is one of the weakest Riders I have seen, but damn he has style...

Kiva is raw power yes...but just not enough. The fight would get dirty and there would be a TON of collateral damage, but in the end Kuuga would stand.

Well Kuuga is winning by one for the moment.

To further elaborate on Kiva. People often say that he has to rely on his final form, Emperor, too much. However that's not really a statement on his weakness but more of a statement on just how powerful his enemies are. By the end of the series, once Wataru has returned from the past, his damn eyes frighten Fangires. The monsters that require a final form to fight every time are scared of his stare in human form! That's a true testament to Kivas' power.

And I don't care if people are tired of the "Kuuga is strongest" argument. If this was an all out fight just between the 3, Kuuga would not care if he blew up the world. Kuuga wins for me.

What happens behind the scenes is irrelevant. The in series explanation is all that's important.

It's one of those "Writers write about but never show it" type of things. Like Dark Kiva's 3rd Wake Up, which kinda had the same effect if I remember correctly

Then why are we even bothering to talk about it? There's literally no physical example that Kuuga has that power anywhere. So the Kuuga blows up the world argument is a little ridiculous. That's just as ridiculous as me saying Kiva Emperor's unused Bassha Fever could've blown up the world.

No I guess don't remove it. Not just because of my bitching. I just think that powers that aren't used and have never been seen shouldn't be included here. I understand that there's an intent for the character to have that power but there is no physical use of it ever so I just don't know that it's fair to use it as a criteria for this battle.

Well, I think it's fair to do, since I didn't include any of the other Kamen Rider's unused powers in their battles (One example is W's CycloneAccle Xtreme form)

That's a great example. I'm all for these theoretical awesome powers that these characters have. But CAX definitely never happened even if Shroud does claim it's W true, ultimate, and most powerful form.

We never really got to see Ultimate form's powers fully unleashed. I've always thought that destroying the world is a bit silly, but considering that Rising Mighty can blow up a city block and Ultimate is two forms stronger than that, his Rider Kick should be capable of at least taking out a pretty sizable land mass.

There goes New Zealand...well, that'll teach them for banning Power Rangers. :p

• Rides the Blue Spader, which has different performance modes- Thunder Spader using the 6 Thunder Deer Card and the Mach Spader, using the 9 Mach Jaguar
• Due to over using King Form, he's become the Navy Joker.
• Weakness: His cards are necessary for his powers. As he technically is the Navy Joker, he has the potential of being sealed

Fourze:

• Has 7 other "States" (Elec, Fire, Rocket, Magnet, Rocket Drill, Cosmic, Meteor Fusion)
• Has access to 40 different Astro Switches, giving him multiple powers
• Elec States holds Billy The Rod as his weapon, a lightning rod like module with multiple electrical abilities when plugged into its other sockets- The left socket energizes the blade, electrifying anything it hits for extra damage. The top socket energizes the blade, but it fires energy slashes when swung, allowing for ranged attacks. The right socket, when the blade is swung, sends three pulses of electricity to immobilize a Zodiarts.
• Fire States wields the Hee-Hack Gun, a flamethrower/extinguisher weapon. It also is able to absorb fire to increase Fourze's power.
• Rocket States can fly faster due to the Double Rocket Modules.
• Magnet States is like a tank, with the NS Magnet Cannons on his shoulders, which can crush steel foes
• Rocket Drill States combines the Rocket and Drill Modules into one on his right arm.
• Most Powerful Form- Cosmic (TV), Meteor Fusion (Movie)
• Cosmic States combines the powers of all 40 switches, and arms Forze with the Barizun Sword. He is able to combine the powers of his switches (i.e. Freeze and Launcher to create freezing missiles)
• Meteor Fusion States combines Fourze and Meteor's powers, arming him with the Meteor Galaxy and the Barizun Sword.
• Rides the Machine Massigler, which can launch into the air with help from
• The Power Dizer, an independent support vehicle that assists Fourze in Tower Mode, Vehicle Mode and it's Robot Mode.
• Weakness: The bonds between him and his friends are needed to support Cosmic States, if they aren't on the same dimensional plane he is or if they break their bonds, his ability to maintain Cosmic States weakens, ejecting his switches. Magnet States is slower.
