My bets are on Wizard for the anniversary. Either way I'm certain it will be one of the remaining main Heisei Riders since they already took a 'break' from that project with BLACK for their most recent reveal

I like how Hibiki has to hang out with the phase 2s lol. Lovely display, you really make these kits pop

He does kind of have a phase 2 style design being so unconventional.

Also, Build is standing on a slight riser to bring him in line with the others. Without it, he definitely looks out of place in height.
