This is just me but I suppose we could say, based on this, that the titular characters are still the main characters and characters like Asumu and Arata are more of the narrator/eyes of the viewers. Which Asumu was for the Takatera episodes in Hibiki at least.

A thought suddenly occurred to me. What would the Another Rider look like for Kamen Rider Shin from the '92 movie?

Like a "normal" Rider and he wouldn't be evil but heroic.

I think it would be neat if the mirror works both ways. The "Another"-version of traditional Riders are hideous monstrosities, the "Another"-version of the hideous monstrosity that is Kamen Rider Shin is a super-powered dude in a jumpsuit with a bug helmet.

And to add even more fun with some wordplay, let's just say it's this guy:

But Shin Kazamatsuri is also a hero. He's just the thirteenth rider, an unlucky number.

He is, but his Another Rider wouldn't since they are the bad guys by design.

I just like this idea because Kamen Rider Shin's design is basically an Another Rider-version of Kamen Rider already, which I assume is the reason that sparked your interest in the concept to begin with.

So instead of trying to make that design even more crazy, we simply turn it upside down.

What if Reiwa's rider anniversary goes the Batman Beyond direction? Like a legendary KR who had a downfall, forcing him to retire from that poor choice until a possible successor comes into the picture to take his place?
