Kuuga's Rider Kick in Rising Mighty form can take out an entire city block. That's a lot of Eijis. ;)

In fairness, he does have access to his own Hyper Kabuto.

Kuuga vs. Kiva would at least be a debatable fight compared to this one.

Kuuga:

• Wears the Arcle, giving him access to 14 different forms. The belt also has fused with him, making it impossible to remove from him without killing him.
• His 4 standard forms are Mighty, Dragon, Pegasus and Titan.
• Mighty is a balanced fighter.
• Dragon is an azure form that allows Kuuga to be more agile and quicker, although his physical strength is lower than Mighty Form, Dragon Form enables Kuuga to and jump quickly in order to pursue the enemy. However, it also gives Kuuga less protection, yet being better suited for quick movements and more jump power. To make up for the lack of strength, he uses the Dragon Rod staff as his weapon, created by using any pole or stick-like object to manifest it. His finishing move in this form is Splash Dragon, an aerial thrust attack to the torso.
• Pegasus is a green shooting form where Kuuga's senses are heightened to extreme, superhuman levels, enabling him to see, hit and hear his opponents with deadly precision. It also allows Kuuga to detect the enemy's position, despite whatever ability they may have to avoid detection. The downside to this is that it can not be sustained for too long because of the enormous strain placed on the nervous system from over stimulation (only 50 seconds), and if Kuuga exceeds this limit, he shall be knocked back into Growing Form and become unable to transform for two hours. Kuuga uses the Pegasus Bowgun- a crossbow/gun hybrid weapon that can be created out of any gun-like object, commonly Ichijo's hand gun. His finishing move with the bow gun is "Blast Pegasus", an arrow shot from the bowgun after pulling the hammer back to the fullest length.
• Titan is a purple herculean form where his defense is greatly increased, allowing him to withstand most of his opponents' attacks long enough to get in close range, despite sacrificing speed. This form has much larger armor that is mainly silver with large purple trims. Although this armor provides superior protection, it still leaves parts of his body exposed, thus making him still suspectible to damage. He uses the Titan Sword that can be created out of pole or stick-like objects, normally the control handle of his bike. His finishing move is "Calamity Titan", a powerful sword thrust wherein Kuuga twists the blade as it is impaled.
• Each of those forms can be further enhanced into Rising forms, adding golden trim and enhancing their weapons.
• Can turn into Amazing Mighty Form, giving him a lot more power.
• Most Powerful Form: Ultimate.
• His most dangerous form, Ultimate Form combines all the powers of the other forms, Ultmate Kuuga has a much different design colored black with gold (and a little silver) trims all over his body, as well as having five horns on the headcrest, a black belt core and spiky-looking armor. Originally a risk is that the user would lose control and become like Daguba, a monster bent on killing everything in its way. However, due to Godai's gentle nature, he retains his will as he uses the new form against Daguba, retaining the red eye color of Mighty Form as opposed to the original black eyed color. When in battle, Ultimate Kuuga is able to see a monster's human form, every single attack from Kuuga Ultimate causes his opponent to bleed, despite the enemy's powerful armor.
  This form can also utilize the same powers as Daguba including Pyrokinesis.
• Is assisted by the Gouram, which can combine with his motorcycle, the BeatChaser 2000, which can become the BeatGouram. The Gouram can attack opponents too.

Kiva:

• Able to perform the Darkness Moon Break, a rider kick that shifts day to night*
• Can shift into Garulu Form, wielding the Garulu Saber, giving him the ability to fight in a feral state while increasing his speed
• Can shift into Basshaa Form, allowing him to wield the Bashaa Magnum and control water, with his finisher being able to follow the opponent, due to his increased accuracy and marksmanship.
• Can assume Dogga Form, allowing him to wield the Dogga Hammer and control electricity, while also giving him super strength.
• Can blend the three forms and become DoGaBaKi form, allowing him to access the 3 weapons.
• Can attach the Buroon Booster to his motorcycle, allowing it to increase speed.
• Can summon the Castle Doran and Shoodoran, dragons to aid him in battle.
• Most Powerful Form: Emperor Form
• As Emperor Form, he becomes exponentially stronger, able to use Tatsulot to use several “Fever” attacks and can assume Flight Style, a dragon like creature known as the “Emperor Bat.”
• Wields the Zanvat Sword, which currently has a power limiter on it. Removing it unleashes his Fangire nature and increases his strength.

...How many battles have happened today?

All right, this is the one I've been waiting for. I know Kiva has some (misguided) fans here, but I think I can make a compelling case for why he doesn't stand a chance here.

The thing that's great about this match-up is that these two are really similar. Kiva's base forms are a direct recreation of Kuuga's, right down to the color schemes: balanced red, fast blue, strong purple, gun-wielding green. The thing is, though, that there is very little that Kiva can do that Kuuga can't. And all of those things Kuuga can do better.

Garuru form gives Kiva a speed boost, but he doesn't because as crazy agile and maneuverable as Dragon form Kuuga, who can literally leap tall buildings in a single bound. Dogga Kiva is stronger, but he lacks the nearly invulnerable armor that Kuuga gets in Titan form. Bassha Kiva may not have Pegasus form's time limit, but Pegasus Kuuga is the ultimate sniper. His sense and reaction time are so highly tuned that he can take down enemies with superspeed at over a mile's distance. And that's Kuuga's normal forms. He can also increase all of those forms exponentially by going into their Rising versions.

That just leaves Kiva with Emperor form and, in terms of power, Kuuga can easily match that with Amazing Mighty or, if that's not enough (and it probably is), Ultimate. Whether or not you buy the idea that Ultimate Kuuga can destroy the world with a Rider Kick, you can't deny that the ways Kuuga's forms work (each tier being exponentially stronger than the prior) still makes Ultimate form the strongest final form in Rider history.

Ah, but Switchblade, you may be thinking, Kiva does have some tricks that Kuuga doesn't. Kiva has Castle Doran, a giant flying castle dragon. Kuuga's Rising Mighty Rider Kick can take out an entire city block (that's not information from a guidebook, that actually happens on camera in the show). One building isn't that big of a threat. And before you argue he can't reach it, he can use the Gouram to fly up to it or just leap in Dragon form.

Okay, but what about Kiva's crazy and nonsensical phoenix form? Yeah, that's just target practice for Rising Pegasus.

How about the Zanvat sword? Kuuga's strongest forms aren't armed. Well Go-Gadoru-Ba, the last Grongi on the show prior to N-Daguve-Zeba, not only had a sword but also was a total match for Kuuga's Rising forms in terms of power and skill. Yusuke smoked him with no trouble in Amazing Mighty form. There is nothing Kiva can bring to the table that Kuuga can't cope with.

tl;dr: Kuuga is a cool guy and Switchblade really over-thought this.
