Something odd was going on with the W Armor and its inclusion in the movie, but I don't think the movie originally being W focused is the case. The original toy catalogue didn't list the W armor as a movie form. It was seemingly just another tv show one - and the design was different from the armor we actually got in the movie.

So, something made them decide to throw it into the movie - even though they didn't bother getting any actors from W - the food stall salesman is a Toei producer and that apparently resulted in it getting redesigned to be cheaper too (only has armor for the upper part of the chest, unlike all the other armors that cover the entire body). I doubt the lack of Philip's actor would be the sole reason behind that decision either considering how we got several armors in the tv show with no main actor involved.

No, we've had it confirmed that the movie was supposed to be W/Kuuga's arc, with Den-O added after attempts to get Suda and Odagiri fell through. I can't recall where, though.
Besides, Kuuga wasn't advertised as a movie form in the toy catalogue, either.

Idk if it's the case but I think W armor only has the upper parts is because having leg armors would make the form too heavy to use.

I'm pretty sure you're just talking about a rumor... There was no Kuuga Armor in the catalogue in the first place though (there was a small illustration, but that was for the Watch, and all Heisei Watches were released right in q1). Movie forms not being shown in the catalogue isn't rare, especially when they don't get released as part of the main toyline. Note that we've gotten no toy listings at all for the upcoming summer movie for example.

The catalogue specifically noted how the Build Armor debuted in the Build movie and yet said nothing about W while listing its debut slot alongside the other tv forms. And not only it ended up as a movie form, it had a completely different design and didn't get any RKF release in spite of appearing in the toyguide. The whole situation seems odd and goes against the idea that the movie was originally supposed to focus more on W.

I still hope we will have W Tribute Episode in series....
