Titanium & Phantom of course because this is literally their only chance ever to be made as keys. As Kickback said VRV Master isn't even considered an Extra Hero in Japan so he wasn't involved in Gokaiger, so no Ranger Key. And as a US only ranger Titanium certainly doesn't have one. These guys will only stand a chance in this competition so I'll campaign for them before anyone else.
