The GabuRevolver does not function in the same way as the gong changer. The GabuRevoler is a morpher with a weapon function built into it so it can function as both, much like the DiEnd Driver. The Gong Changer is just a morpher, simple as that. Sure, there are some henshin devices that are weapons, but there are many more that aren't.

Does a gun provide its own bullets, or pull its own trigger? No, it is the one who wields the gun that loads the gun and fires the gun. Just like a gunman/gunwoman loads his/her gun with bullets and pulls the trigger, Gou loads the Gong Changer with Shigeki and releases it in the form of Go Go Geki, Gon Gon Ken, Sho Sho Ken, or Rin Rin Ken. (I'm on a bit of an Avatar: The Last Airbender trip.)

Except the concept of Geki is that it can be used without transforming (As seen through Ken (Who could create blades of pure geki unmorphed) and Gou (Who could do the Tenchi Tenben Da unmorphed, meaning that the changer isn't necessary for him to perform qi techniques))
The equivalent isn't "Does a gun provide it's own bullets?"
It's "Does the wielder make the bullets from their own body?"

A better comparison comes from a physical weapon.
The force that makes a sword deadly is the wielder's swing or thrust. Not just the presence of the weapon itself.
The difference? GekiViolet isn't using the Gong Changer to strike the opponent.
