What? I don't think that was ever stated. They did talk about not knowing about him, but they said nothing about not making an Another Rider.

As I recall, they stated it exactly. Can't recall which of the four early episodes he's in that it's stated though.

That and the Ghost ridewatch he originally had were the ones stolen from Ohma Zi-O in the future. But much like what happened in the Ghost tribute, the loop needs to be completed and we need to see how Zi-O got the Drive ridewatch in the first place for Geiz to steal it from him in 2068.

Geiz' Drive Ridewatch does seem to be what's being used for the Grand Zi-O Ridewatch for the moment, though.

Hmmm, I wonder if he gets the original one. Would his final form change to look like Oma Zi-O then???

Cool thing is, with the confirmation of Krim and Mach returning; Zi-O has now in some form featured at least one returning actor from each Heisei series.
