Yeah, Tigerranger was originally male(not just the suit actor, but the character).

The question was based towards the English card featuring the male version.

I don't think a woman was ever in the Tigerranger suit... Though it could've happened in the original footage made for Seasons 2 & 3.

Push come to shove they could've used the Gokai version with Luka inside it.

In Toei produced footage (including Zyu2), yellow was a male stunt actor. In Saban produced footage (anything filmed in USA), yellow was a female stunt actor. Almost all artwork depictioning the character gave her breasts. If Saban commissions new art for these cards, it will be a female eitherway. If it reuses some Sentai art, it will probably be left male as it's to much trouble to change.
