I think Frank's talking of campy Godzilla is just to reassure folks that they're actually taking this Godzilla seriously as a nature disaster.

I'm glad he's making Godzilla the antagonist. A lot of the better Godzilla films (GMK, Vs. Mothra, Tokyo SOS/Against MechaGodzilla film duo, etc) tended to have Godzilla be the enemy monster, and they were all great.

As for his talk of camp, then that falls to the human factor and their performance..
