For if Commander Birdy is really old, and Kruger was alive befor SPD went galactic, then Kruger probably has alien longevity and can develop Elvin prowess that Tommy in his "lucky to live a century" humanity can never achieve. Hell, Kruger was in charge of the precinct before B-Squad (who are 20-something highly trained [sans 2] police officers) was born.
