It's a bit of an amalgam. There's some original '54 in the face for sure, but he also seems to have 1964's eyebrows. The body's typical of most later Showa Godzillas, as are the rows of spines, except for the way the biggest one of them looks like a shark fin with an attempt to make it look more spread-out. That's not a very Godzilla feature at all. Even Zilla, who had some spines shaped that way, had it facing the other way around. I think it's the result of whatever materials were on-hand to make this costume being repurposed, since it's certainly not a Toho suit.
