But he spent a huge chunk of the series off planet too and in fact at the end of the series he left Earth entirely. His more aloof lone wolf nature is likely why he was left out. The Carrangers already had Signalman so Toei most likely thought VRV Master was superfluous.

He was left out in much the same way that heroes like Birdman, X1 Mask, Demon Hunter Zeek, Gunmazin, and other heroes were left out. They were either deemed insignificant enough not to bother or simply weren't present.
