That doesn't mean though that Zero belongs to another ToQger. It could just be their powered -up team mecha. All I'm saying is what and see. The internet holds many rumors.

For my personal tastes, I take two things away from this.

Firstly, if he is just isolated to the summer movie, FANTASTIC. If Kyoryuger is any inkling as to how a huge sentai cast will work...then I don't want that, ever again. Sure more Rangers = more merch but more Rangers = weaker character dynamics and less people you truly care about. I mean I know it doesn't have to be that way, but I can't really think off of the top of my head a toku with a huge hero cast that had as fleshed out characters, and character dynamics as those which just focus on two or three core heroes.

If he is part of the core show, then damn, but at least this suggests that seven is a firm cap. And if they always had seven in mind from the very beginning, then it might mean they've actually planned this. So it might actually mean they all get to be characters and feel like an important part of the show unlike how it was done in Kyoryuger which felt like they were finding out about new Rangers about five minutes before shooting.

The article title has a question mark, so seems like speculation. I could see if they had independent info and was just using hero shock's photo as a blog image, but even the speculation on the suit comes from hero shock's image.

We've seen the console before, so there very well may be 7 total rangers (with the last being 0), but it should be remembered that the image was an April fools joke, and may not reflect what the 7th ranger actually looks like.
