Well, from what we've seen in French airings:

Phillip never joins the team, he doesn't get any Dino Chargers either. He literally uses his Energem to morph and then takes off back to Zandar. On top of that, he had to "convince" the Energem to bond with him in the first place. As you know in Kyoryuger Kyoryu Gray and Cyan were "spirit Rangers" hence the bronze sash instead of gold, but at the end their descendants take their place and are reborn with bright gold sashes instead. It just opens up the possibility in the future that Phillip may get hurt and have to pass on the power, etc.

That's kinda creepy that some old guy is obsessed over the purple energem. Since Keeper has the power to cut the bond between someone and an energem, I think Philip and the Aqua ranger will be temporary users until the finale, where Keeper cuts the bonds and gives them to the actual users.

First, the actor will be male named "Albert" played by Arthur Ranford. Following that, Claire Blackwelder "Kendall" becomes the female Purple Ranger in the season finale.
