We could always hope. But sadly Jiraiya from Kakuranger was Black, there are no black Ninninger. We'd get white, blue, or yellow before we get black.

That's not actually the point. The reason why we won't see Jiraiya in Ninninger is because Kane Kosugi is so incredibly busy with his work that he won't have time to appear on a kids' show.
He's very hard-working and pretty famous, from what I know.

Kane Kosugi re-appearing probably would have been great, but like Suzu said dude is pretty famous post-Kakuranger to the point that in Japanese variety shows people show the same reaction equivalent to when people hear how Brian Cranston had a voice role in MMPR.
