I think it means that while this cross promotional train stuff will sell decently, having a year or two's worth of just train related merchandise wouldn't give Bandai the number they want.

These will make decent gateway drugs to get really young kids into the franchise. It's a very narrow focus product that really doesn't reflect at all on the decisions made in reference to ToQger.

This announcement just comes across as a bit odd considering that they've glazed over ToQger almost completely.
