I would say Yasuko Kobayashi's is my favorite Super Sentai and Kamen Rider writer because she knew which direction she want for her show and I love she give a plot twist to any Red Ranger!
I think she starting to give a plot twist to Red Ranger around Timeranger Timeranger:Tatsuya's descendant was the one who is responsible for release Londers Family and was a corrupt man Shinkenger:Takeru wasn't lord at all! He was a decoy for Princess Go-Busters:The reason of why Enter keep coming back because Hiromu was his SoulJar ToQger:Right was consumed by DARKNESS by Emperor when they invade his home |
Definitely Arakawa for me. Even if he hadn't written anything else, he did episode 37 of Dekaranger.
Sugimura is probably second. I'd put Inoue on there, too, but... Inoue. |

Sugimura is my favorite Sentai writer. I'm not a big fan of Ohranger, but Zyu, Dai, and Kaku are some of my favorite shows. Sugimura does this wonderful job when creating a world, giving it a ton of lore and making it feel like the series you're watching is the culmination of that world's history. (my two favorite shows aren't by him but he has written more shows I loved than any other singular Sentai writer)
