It will be Zyuranger, i.e. figures they can sell in Japan. I'll admit that the anniversary has probably influenced their decision to make them, but unless Power Rangers collectibles see a massive surge in popularity, we're still not going to see any characters that were exclusively for America.

They will, eventually. We often see prototype of figures that take years to come out. I mean, we're still waiting for Riderman and X and they were shown back in 2009. Zyuranger will take up most of next years releases though. It'll be interesting to see if the Power Rangers anniversary leads to them being regular releases or exclusives though..

Maybe they'll wait and do Rio and Mele when they get around to Gekiranger.
