As long as the ones who originally drew the fan art weren't selling it without the holders permission, then that's okay.
But if scammers and bots are stealing the fan art and selling them without permission, then that's straight up illegal. If that's why they do, then that is straight up scummy and I hope if they're caught, they get sued up the ass.
