People asked about movies and they explained they were separate licenses and they didn't see profitability in paying for them. Same rules apply here. It would be weirder if the licenses weren't separate from the show. The movie would have been a great addition, but I'm not surprised at all that it wasn't included.

It was more of Toei's toku film being a separate licence, compared to TsuPro.
