Necrom was the last Rider whose device wasn't linked to a belt of any kind. Before him, Sasword, The Bee, Drake, the Kabuto movie Trio, and all of the Hibiki Riders.

Yeah, I think Para-DX Level 50 is the last one where the device doesn't, in some way, become a belt. Necrom is the last one where none of his forms use a belt at all, in all the possible colours.

(Unless you want to count Night Rogue, Brad Stark, and the Hell Bros, but that would be silly)

Gimmick-wise? Yes. In terms of potential character dynamics amongst riders it gives me shades of Kabuto and Gaim and Ryuki. And a bit of Build as well.

I actually thought the historical figures thing in Ghost was a terrible idea. It forces you to associate the powers with existing people/stories which to me is never a good thing, especially the the show fails to represent those people/stories accurately. It makes the show, however minor, that much less self-contained and limited.

Animals, elements, etc are far better for the simplicity of Kamen Rider powers, which lends itself to more freedom and creativity.

I guess G3/G3-X could also count as well, since he has to physically put the armor on and the belt doesn't necessarily "activate" his powers, though if I'm not mistaken, I think the belt acts more like a power source for the suit.

I think Kamen Rider Lupin also used his gun for transformation as well.

Do Blood Stalk/Rogue count as Kamen Riders?

No, I don't know if there's an official term for it, but they are "Rider-like", people who transform into being similar to Riders.

It’s confusing even for Toei, for example Shadow Moon is sometimes credited as a Rider, sometimes as a monster.

I believe they're labeled as "Kamen Senshi".

Legend Rider gimmicks as well as the power up items for Rider 1 (Saber) and secondary rider.

See this is almost casting more doubt on these rumours, in my opinion. Except for obviously Zi-O, Bandai have really chilled out on Legend Rider stuff in recent years (I think since Gaim, where they didn't sell as much as hoped), and even then they tend to come closer to Q2/3, when the regular releases slow down. I could be totally wrong, but I really can't imagine all of this being due out in the first quarter...

Kamen Rider Saber being about legends and tales is a better fit than Zero-One for legend rider stuff.

But yeah I'm surprised Reiwa is looking back so much.

It kinda depends? Zero-One had the Zi-O key in its first wave of legend riders rather than being some sort of pre-order bonus or movie thing.

But you're right, discounting the Build Ridewatch (for obvious reasons), most of the recent previous-legend-rider items have been special movie things.

Also, The Ex-Aid Eyecon, Build Gashat, Cross-Z Ridewatch, and Zero-One Ridewatch were not mentioned among the DX listings, so if this is true, I suspect Zero-One's Item would be a bonus item.

People may not agree with me but compare to Super Sentai, Kamen Rider has evolve through out the year trying out new ideas and taking risks while Super Sentai keep rehashing the same motif and occasionally try something new
