There's also the 10-episode show WINGMAN, the live-action adaptation of the Shonen Jump manga from way back when by Masakazu Katsura and stars Maito Fujioka, aka the son of Hiroshi Fujioka, as the titular character.

If you want to watch a gonzo Heisei tokusatsu by Toshiki Inoue, Cutie Honey: The Live is an interesting experience. Just keep in mind that it's a late night show with a lot of ecchi elements.

I also really like the Showa tokusatsu Message From Space: Galactic Wars, although it is technically one episode longer than the length range you requested. It's a Star Wars ripoff, but I actually like it more than Star Wars. :lol

Most of the Garo stuff fits that description. The exceptions are things like the two Zero miniseries that come in even shorter.

It's slightly over the limit, but Kamen Rider Hibiki is only 29 episodes.

From what I hear it's very equitable to the manga in terms of all the ecchi stuff. For me, I found that by and large it just enhanced the general surrealness of the experience once I got used to it.

Random thought, I kinda want a reboot/remake of Byclosser. And considering the amount of red there is on the two hero costumes, they could probably wing it as a future Project RED show. If need, their big red bike is red enough to justify as a Project RED show, IMO. :lolol
