His explanation just doesn't make sense. The characters are shown in the standard Zi-O World at a certain point of the movie and also were around by the end.

It does feel like Bandai wanted the Watches in the show but Shirakura forbid the Zi-O writers from referencing the movie, which is probably why they handled things the way they did (Sogo only interacting with a possessed Ryotaro in the movie, and not seeing the 4 Imagins in their real appearance, also being oddly left out of the scene where Shingo goes back to the past in the Denliner).
