Anyone know if Sailor Pluto is being planned on? She's my friend's favorite Sailor Scout so I was wondering, or is it just one of those we have no idea but should be made ones like other DBZ characters?

No plans yet, I believe the last sailor to be shown was Saturn, oh and there is Tuxedo mask.

I'm sure they were. I remember seeing them go up for pre-order or at least be announced months ago.

Uranus literally just came out and Neptune is this month. Chibi/Mini/Whatever Moon is releasing in May. Preorders haven't gone up yet though.
