No, I'm pretty sure is indeed for his crotch. The blog mentions that the pistons on his feet are "movable".

And I'm not really too sure anymore what crotch pants are for, since it says:

Interchangeable poseable pants parts allow you to pose him with his hips down or in the action pose from the play!

So, it's for a pose or allow it to move better?

I see it now, it's a different crotch piece altogether, one is broken up in scult for articulation and one is solid posing.
