That does seem to be the picture they used, but it'd be pretty strange for that to be the case... I'll assume it's a mistake for now, especially as they're re-used images.

I missed Kuuga's original release (and the reissue...) so if this one isn't the Decade version I think I'll try to get him.

Can we agree that going forward speculation about the teasers is a fruitless endeavour? They're misleading us on purpose with the colors to keep each reveal a surprise.
