Not really. She can't use the stare effectively against anyone beyond animals, and that other is more of a fan interpretation thing.

Aside from that, Matrixbeast's signature motivated me to rewatch "Party of One." I have a bit of trouble believing that Applejack would lie that easily, but I guess she was technically renovating the barn.
