How exactly do you cast a fictional, video game character as another fictional character? You could be referring to the voice actor, mo-cap actor, face model, or the character themselves - none of which really make any sense.

I think you're too obsessed with the fact Desast and V share the same Japanese voice actor.

I'm preferring to Brian Hanford who voices V. His voice would be well suited for Desast.

Has anyone noticed that Kamen Rider Storious is the only instance where there is a book integrated into the design?
Even though books are thr main aesthetic, all the suits focus on the sword on the helmet.
All the suits look so different from one another it feels like they were each taken from different series.

Books might be the primary trinket for this series but in terms of motif they're more of a Megid/villain thing. Hence, it makes perfect sense for Kamen Rider Storious of all people to have a book on his face.

Weapons in general have more variations in their design, uses, and such that I think it's very fitting that all of the Saber Riders look substantially different from each other aside from the 3 Swordriver users.

Jaou is based on a pop-up book, yes.

The general Swordriver rider design is also based on a book. The black parts of Saber and Blades have this lining that suggest pages, and the 3-part vertical design is like the front cover, pages, and back cover of a book.

Mid august? So, maybe around the 20s? Depends, since I don't know what's Saber's episode count is yet.
