You have to be more than just 'The strongest ranger' to deserve the spot, and as been stated numerous times before, having the bigger gun doesn't instantly make you the best person for the job.
Power does make a big part of it, don't get me wrong, but as had been stated against Madison, you have to bring more to the table than just a large power load out.

Sky has also traveled through space on multiple occasions, like the one time he was going to sacrifice himself to destroy an asteroid until Jack ejected him.

He got better by the end of the series. Sure, he could have been absolutely perfect and a politically correct, goody-two-shoes at the beginning of the series but his character would have been flat and unbelievable with no room to grow.

The audience isn't meant to like the smug, chauvinistic Sky from the beginning of the series but rather the 'developed into a learned leader' Sky because they've seen how far he's come.

i like him i just voted for TJ because i think he would be a better blue then Sky is IMO

You know he did that for motivation right? Most serious "Zordon" types have done that.And like KRX said,he got a positive attitude.Heck,so positive I get to say this.Think of it this way,TJ was a Red that became a Blue,Sky was a Blue that became a Red.Just sayin.

thats not confirmed. nothing about doggies morpher seemed denote it as being rank specific,but id say wad more just doggie specific

Given the context, "DekaMaster" is more of a reference to a rank than a power. It probably would have been better if guncannon109 had used "S.P.D. Commander" instead, but in the end, Sky was still promoted.
