It looks like they've definitely got different belts. Seems like it's red which ties into the red armor bits.

And I'm still feeling a Secondary Rider vibe from these two. They seems kind of techy to me; maybe they're Birth-like artificial Riders?

If they are real they are not movie riders. they are out in Jan and Feb. way after any movie stuff should be released

I hope these guys are antagonist riders combating the main Gaim riders in a future story arc! (Like the Trinity siblings in Gundam 00) These ELSs, maybe Yggdrasil is making/modifying their own versions of Lockseeds?! Yggdrasil hired riders led by Zangetsu?! Or maybe they're getting a Kamen Rider Glaive, Larc, and Lance treatment in a movie/special!

Of course this is just all pure speculations on my part. :)
