Yep, including his signature weapon immediately pushed him above Blue for me. I haven't even noticed that port on the bottom implying the weapons might be combinable later... Really beating a dead horse at this point, but damn Blue really should have had those tonfas.

Plus hey, duel wielding the swords actually looks pretty cool with Tommy here so not including the collapsed pod isn't so bad if you choose to do that. Just this once. :P Hadn't done that in my display yet, but seeing it in the gallery here I really like that so will probably put that saber in his hand when I rearrange things soon.
