Decade gets their Finisher Move and only their finisher move, and he does't transform when he uses complete, but he briefly summons them to perform their finishing move! Decade has no access to Hyper Clock Up. The attacks Decade would get from Kabuto would be Hyper Kick, Maximum Hyper Typhoon, or Maximum Hyper Cyclone. From Ryuki Survive, he'd get the Survive version of the Dragon Rider Kick or a gigantic flaming slash from his sword. You're entire battle strategy falls apart because Decade Complete doesn't transform himself. |
errr...Decade's writers would change the script mid production, then make another movie that would totally prove that wrong...and ummm...err...ahh...LOOK IT'S TACKLE! ISN'T SHE CUTE!

This is a toughy - especially since I don't remember how I voted last time these two went up against each other. Both are highly versatile, both need external items to change forms, and both are decent but not great fighters. I think... hmm... shit, who did I vote for last time?
Decade? Okay, voting for Decade. Because consistency. And at least his watered down knock off of Godai Yusuke was a different dude and not the main Rider himself (yeah, still going there). |

I'm voting for OOO.
After a little deliberation, I determined that Decade's various Rider forms can be countered by OOO's forms. While only OOO's combos get the additional powers, OOO's versatility with the medals pretty much score him the victory. While OOO lacks a real projectile (Aside from TaJaDol's fireballs, he doesn't have much in terms of distance fighting, since the Kuwagata's lightning isn't concentrated and just sprays electricity around him, Unagi's whips can only reach so far, the MedaGabryu's gun/cannon mode and Gorilla's arm shot is only really used as a finisher, and the only thing else he has is the Tora Ridevendor's medal gun thing), various combos pretty much allow him to close any distance Decade could try to put between them. Clock up and Faiz Accel are countered by LaToraTah's super speed, and Illusion is countered by GataKiriBa's cloning. Close range, Decade could get an advantage using strong and agile Riders, like Kuuga, but I don't think he could get in any game changing blows. I think this would be a close match, but Eiji is just fighting for more (And Eiji's desire directly fuels the medals' strength). NOTE: This is all under the assumption that card uses and medal swaps are all free actions, meaning that Decade wouldn't slap the medals out of OOO's hands and OOO wouldn't kick the cards out of Decade's, etc. |
I've voting Decade. It would be an extremely close battle, but I don't underestimate Decade's drive to find his place in the multiverse. Eiji may be fuelled by desire, but if Tsukasa saw him standing in the way of his goal and I don't think he would back down either.

I might as well tell you my vote and reason, since you all know who I'd pick.
OOO Reason: Let's see them fight in this scenario: They first fight in their standard forms, then Decade switches to Kuuga then Agito to attack, before getting a bit cocky and switching to Ryuki to summon Dragredder then Kiva Bashaa and Kuuga Pegasus to shoot at OOO. OOO at that time switches into GataKiriBa to corner and attack Decade by multiplying. Realizing that he'll need to distance himself, Decade switches to Faiz Axel, then tries to run. OOO turns into RaToraTah and chases after him. The two then get into a high speed battle, before Decade realizes he'll need strength to fight OOO off. He'll switch into Kuuga Titan or Den-O Axe form and try to hit OOO, who'll run around and switch into SaGoZo. Using SaGoZo's gravity controlling powers, OOO will trap Decade's legs in the ground. As he runs up to deliver a devastating punch, Decade will turn into Blade and use Metal to soften the blow, then turn into Hibiki and breathe fire into OOO's face. OOO switches to TaJaDor and returns fire, resulting in an explosion. Decade will turn into RX's Bio Rider form and hide in the water in an attempt to do a sneak attack. OOO does the same by turning into ShaUTa and finding Decade via Shachi's echolocation abilities. He'll then use the Unagi Whips to shock them both, knocking them both into their base forms out of the water. Decade turns into Kabuto and activates Clock Up, but OOO goes Super TaToBa and stops time, negating Clock Up. Decade realizes he needs to go all out and turns into Complete form. As he takes off the K Touch to press onto a rider symbol to summon back up, OOO turns into PuToTyra and freezes Decade's arms and Legs, before finishing him off with a blast from the Medagabryu and a slash powered by all the cell medals he has in him. If you're wondering why Decade doesn't just stop OOO's Combo Changes, that's because the transformation creates a barrier that shields OOO from attacks |
The only thing I would potentially question is 'your' scenario is that you think in the time it takes Decade to take the K-Touch off, push 2 buttons and change, OOO's could take his metals out, turn into Putotyra and attack him. To my knowledge, OOO's doesn't have any sort of light-speed correct?
