Based on what I picked up on Wikipedia Japan, the easiest explanation is that TOEI never really gave it much of a thought at first but as it started to grow they realized they have to organize it(the term Super Sentai was nonexistent until Sun Vulcan). Another thing to point out is that Gorenger and JAKQ are TOEI's work in collaboration with Ishinomori. Battle Fever J was in collaboration with Marvel, and the popular consensus during the 1980s in Japan was that Battle Fever is Super Sentai no.1. But I guess(and this is clearly speculation from me) Toei decided they should retcon and acknowledge Gorenger and JAKQ as they were the originators of the concept pretty much even if they do not have Giant Robots which is why they ignored Liveman being the 10th super sentai and gave Ohranger a 20th anniversary stamp circa 1995.

My guess is that JAKQ did poorly and Toei wanted nothing to do with the first two Sentai shows for years. After Spider-Man was a big hit for them, they took the idea of Goranger and mix it with Spider-Man. Battle Fever J was a big hit and Toei stick with the same format for Super Sentai ever since (A squadron of rangers using Giant Robots to fight Giant Monsters).

You mean out of all seasons? Huh, don't know. That would be something interesting to look into.

I can't imagine how would look like a sentai co-produced by Marvel in these days.

Something less campy and modern.

There are a couple of earlier Sentai you can take and update as basically "Agents of Shield: Sentai Version". Battle Fever J's episodes are as goofy as certain clips make them seem.
