Here's the thing about Kamen Rider Decade: The "AU" in "AU Rider Worlds" means "Alternate Universe." When Decade travels through the worlds, he travels through the dimensions. Natsumi's home world is the world where all Kamen Rider fiction occurs, from [I]Kamen Rider to [I]Kamen Rider Wizard[I] (although Kamen Rider Den-O might be an exception). The original Wataru is probably in his homeworld. Since the Kiva in this episode is from an alternate universe, it stands to reason that perhaps the way Kiva works in this alternate universe is different, too.
