Let if that will ever happen. Shinkocchou SHF tends to be made for Rider renewals (Kuuga and Kabuto) or past Riders like Hibiki. I doubt every Rider will be made into the Shinkocchou line. It would be pointless to renewal every Rider when you can reissue them. For example, The Showa Riders SHF from 2011 expect for the older SHF for Black and Black RX look very close to the show and don't need to be updated. I would hate to see Rider figuarts be like the Ultra Act line where they run out of ideas for new stuff. I say only renewal Riders if they need to be renewal like Kabuto, Kuuga, Agito, W, Decade, and Ichigo from The First/The Next.
