No the ToQGer ARE Children. They are just stuck in the bodies of adults.

This has actually been going on since the early days of sentai, Mitchi Love (yes that's her real name) who played the role of Karen Mizuki/Heart Queen was 16 when she took said role.

And the first white Ninja Senshi was also a teenager if I recall.

Yep. They were just physically aged up by a space rabbit so they could has adult bodies for physical combat while retaining the imaginative minds of children.
