Nope. Judging by Gokaiger being the main motif I would say TwoKaizer is most likely a reality-hopping pirate since most likely the Kai in Kaizoku this time is not the kanji for sea(海) but world(界). If TwoKaizer was a phantom thief the motif would be Lupinrangers and the wordplay would be kaito(界盗) as opposed to the commonly used 怪盗.

That said, kinda disappointed they are not going with the Hurricanger motif and the tsuika not being green with gold armor to pay tribute to Shurikenger and Dragon Ranger but hey, this sounds cool too. Sounds like a thrill-seeking badass type. But then again, they could make him/her an abundant resource for memes. Who knows, maybe TwoKaizer could be Onari 2.0 and those two chibi robots could be the Shibuya and Narita of the show. :lolol

Zenkaizer's analogue is Akarenger/Gorenger... not the Zenkaigers. That's really not up for debate.

Goranger Gear is numbered 1. The Gear that Zenkaizer uses to morph is numbered 45, the season number of Zenkaiger.

All the Zenkaigers use the powers of all past Sentai via the Gears, as seen with Zyuran using Goggle V. But the special Gears they use to morph are numbered based on the seasons since it was established that Ryusoulger's number is 43 instead of 44. Zenkaizer's main power is Zenkaiger. It's in his name.

Even so, he has no design similarities to any of the other Zenkaiger. Meanwhile, the Zenkaiger are clear references not only to their gears’ mech but also to their corresponding Sentai member’s civilian outfits.

The point is Zenkaizer doesn't draw his powers from the other Zenkaigers. The Zenkaiger gear has his face on it. He's an "original," unlike the others, who are analogues of past Sentai warriors/mechs.
