If we factor Dragon Knight into the mix Hiroshi Kamiya and Tatsuhisa Suzuki is also part of that "voice actor who is a rider and ranger that is not a replacement because the original actor could not make it" club since Kamiya was Commander Dumplings/Ryu Commander in Kyuranger as well as Chris in the DK Japanese dub and Suzuki was Green Hippo/Domyoji in that Go-Busters V-Cinema flick as well as Kit and Adam in the DK Japanese dub.
Other than Mochizuki, Atsushi Harada and Katsuhiro Suzuki is part of the "ranger n rider club" come to think of it. Harada was Mihara/Delta and Sho/Go Green, Suzuki was Hiromu/Red Buster and Mondo/Quiz in Zi-O. And of course we cannot forget Miyauchi, the original and first to be a ranger and a rider.

What happened?

From what I can understand, someone found a toy catalogue for Q1 2019 revealing the existence of Zi-O Tronity via listings for the Ridewatch and RKF. Then he decided to tweet Shirakura-P about it, to which he replied “You’re not supposed to know about Trinity”. Despite the guy claiming he was talking about Agito Trinity form, the incident caused Toei to crack down on leaks from then onwards, making it harder to reveal things ahead of their initial announcement. It’s mostly been successful.

For context, this happened before Zi-O Trinity was revealed in Terebi-kun magazines.

Basically there was a discussion with Shirakura on Twitter as to what do Toei designate forms as. Someone asked what Trinity was supposed to be, and Shirakura freaked out, saying that we weren't supposed to know about Trinity.

Due to the vague wording of the question, we don't know if they were talking about Agito Trinity or Zi-O Trinity. A bunch of people tried to defuse the situation by trying to say that they were talking about Agito Trinity...

...until some moron posted a picture of Zi-O Trinity straight from the toy scans.

And that is why we no longer have toy scan leaks.

I only realized today that in addition to the dragon head on his shoulder, Saber has a sculpted lower jaw on his chest, and his right arm is colored the way it is and has sculpted flames on it because well, it's literally supposed to be a breath of fire coming out of a dragon's maw.
