It's based on a meme from a year and a half ago (images were taken in 2014).

I say it's weird to me, because Akira Kazuraba, Kouta's sister, was played by Rika Izumi, who played Ami Mizuno/Sailor Mercury in PGSM.

Anyway those are just a couple of cosplayers but it counts.
