Basically it gives your Pokemon a higher percentage in any of it's stats. Kind of like min-maxing for role players, you train your Pokemon in a specific way so that the only stat that gets boosted is the one you desire (For example, Machop gives Attack EVs, so you'd only battle Machop so that, as your Pokemon levels, the stat that's gaining the most is Attack). It has it's limits (255 EVs per any one stat, 510 EVs total), but yeah. It's tedious and lots of competitive players just use their computers to create a "Perfect" Pokemon and hack it into the game.

Basically, only if you take Pokemon WAY too seriously should you care.

EV-training is only the beginning, too! There's IV-breeding, which is far more work than EV-training, as well as matching natures and abilities together. Crazy stuff, man.

IV stuff is overkill. I never learned it and I'm never going to learn it.
The nature/ability thing is a lot easier, since you can just run around catching Pokemon until you get a winner (Or breed it, since I think the mother passes down the nature).

Because weighing Moltres to Arceus is pointless.
Rather than create an entire banlist, it's easier to just ban the one sect of Pokemon that's designed to be OP.

That said, are we going to use Smogon's rules (No Drizzle/Swift Swim teams, Garchomp, Excadrill, Speed Boost Blaziken banned) or are we gonna make our own rules?
